I have a 2001 CR125 the exhaust power valves have been removed/disabled. when I take off the right side cover to remove the cylinder I notice that there is a lot of oil around this area also under the black rubber seal there is a reservoir of oil I am not sure if this normal or is something I should worry about as I have seen people running without these covers and no sign of oil. also there is RTV sealing off something under this cover could this be leaking. The oil kind of looks like transmission oil.

Jon you probably have power valve plugs in there underneath that silicone? Take away the old silicone, take out your powervalve plugs, clean them, put back in and silicone it up REAL good and thick. Should keep the oil from coming out. Just did this my last race weekend and it did the trick for me.
