I'd assume by your question that you do not want to disassemble the engine before you run it?
If that's the case, then I'd probably pull the sparkplug out, (make sure you put a sparkplug into the plug wire and ground it against the engine somewhere), then whiz the motor over while you choke it a few times to get some fuel mixture going through it. You should eventually get some mixture spraying out the plug hole (be careful that the sparkplug doesn't ignite it!). Once you know you have fuel running through the carb and the engine, you can toss the plug back in and fire it up.
If it has sat for that long though, I'd consider lifting the upper end off the thing and having a look inside before you run it.
It's *possible* that the inlet needle might be stuck (closed) in the carb. If that's the case, you might have to pull the diaghragm side of the carb apart to free things up.
