We need more info: Age of kart, brand of kart, are hubs original to this kart?

Since I am a newb as well please excuse me if I am wrong. BUT

there are only two different european hubs the standard 3 5/8" spacing measured as you do. and then the much larger CRG pattern.

I used to have some standard hubs on my son's kart (old invader) no idea on the spacing. but it was not 3 5/8"

There is no such thing as a 40mm spindle. I know of 3 sizes: 5/8", 17mm, 25mm.

Standard metric front hubs will have a 40m/m bore, and a 40m/m spigot onto which the wheel is located and they are held together using 3 studs and nuts spaced on a 58 m/m bolt circle.
CRG front hubs will have a 40m/m bore and a 55m/m spigot and 3 studs spaced on a 67 m/m bolt circle.
Bolt circle and center to center measurements are not one and the same.
So in my humble opinion, what you have is CRG hubs.

Hopes this helps you out. Very Happy
