Could someone save me the price of a rule book and tell me if it's mandatory to run a working starter in the tag classes?

No, working starter not required, however, all parts must be OEM and in place and properly connected and subject to inspection. Charging system must also be in place and properly connected.

Sprint rules: 275.1.8
Road Race rules: 306.9.6.2
