Torque values for various bolt sizes are based on diameter and grade. Find your local source for bolts, not the local hardware store, but a machine shop supply house, and ask them if they have achart that gives these values. Most manufacturers do, and they're free.
Failing that, get the latest edition of Machinery's Handbook,(Not Cheap), in there you'll find the information you're looking for.
