WKA Full Width Bumper question

Ok guys, does anyone know officially how much of the tire has to covered by the full width bumper by WKA Rules ? Just curious before I buy a Bergfelt bumper

I ordered and received mine from him just last week. It turned out great. I'd say he's still building bumpers.
