Picked up a kart with an older ROK motor on it-has the ICC type looking silencer. New battery- turns over-will not start. Has spark/170lbs. compression(??)/ does not seem to draw fuel from carb-even poured a a little fuel in cyl. no pop even.
There is a tube that comes off of the case-does not connect to anything. Any help or suggestions would be much appreciated.

What carb is on it? Pumper or Dell'orto slide? If its the latter the loose pipe might be for a fuel pump that hopefully you are not missing.

The loose pipe you are referring to is the vacuum line that controls the pulse which actuates the fuel pump. If the fuel pump is still present, reconnect the hose to the metal spigot on the pump. Once done, put a new spark plug in it, make sure it's primed, pull the choke lever up, and it should start after a couple turns.

These engines originally shipped with a dellorto pump, and are very low maintenance as long as everything is routed correctly and the carburettor has a hole in the vent tube.
