The lot we run events on has some elevation changes that could lead to scraping on the bottom of the chassis. I was thinking of placing 1/6" HDPE tubing halves on the bottom tube rails to prevent damage to the chassis. My question is whether or not this will effect the chassis handling?

That should not affect your handling as the chassis tubing is significantly stiffer than HDPE. There is a company that makes exactly what you are looking or (although I'm not sure exactly what plastic is used). I don't remember which company it was but maybe someone who knows will chime in.

For ours, they snap in place over the tubes. Some silicone caulk helps matters. I have never lost mine in 3 Years.
