This wasn't necessarily cheap, but extrememly functional. I adapted a starter bendix to fit into a 1/2" rechargable drill and use that for an electric starter. Plenty of power and I always have a drill at the track.
I believe the process will be published in the December WKA magazine by the Tipster.

Anyone know of a cheap accurate method of checking toe in/out?

I know that the tape measure on the tires isn't all that accurate.
