Whoops... just realized you're asking about the spindle, not the hub(s). If that's the case, heat will accomplish nothing since the spindle is steel, and the bearings are steel. You'll need to get the spacer "off center" far enough to get in through one bearing with a drift and drive out the far side bearing. Once one bearing is out (and the spacer, of course), you can reach though and drive out the other bearing.
